A lack of resources in Quebec for English-speaking owners of small businesses is hindering their ability to develop and contribute to local economies, a study by the Community Economic Development and Employability Corp. (CEDEC) has concluded.
Among the particular challenges identified by the study are limited access to capital to finance startups and expansion, unreasonably high levels of red tape to access government services and programs, and limited access to qualified bilingual employees.
Networking opportunities also are limited for English business owners, as are affordable and convenient professional development and training, CEDEC said.
Among its suggestions to remedy the situation are creation of a Quebec-wide network of English-speaking businesses, a centralized English-language business repository to redirect inquiries to appropriate service providers, and initiatives to increase the pool of qualified bilingual employees in the regions.
"Funds should also be directed at providing affordable and accessible French second-language training that targets specific needs of English-speaking business owners in the regions," CEDEC said.
